Instructions
- In a small bowl, mix the sour cream with ground cumin, garlic powder, salt, and black pepper.
- Spread the refried beans (or cooked ground beef) evenly in the bottom of a 9×13 inch dish or a similar-sized serving dish.
- Layer the seasoned sour cream over the refried beans.
- Spread the salsa over the sour cream layer.
- Sprinkle the shredded cheddar cheese evenly over the salsa.
